I know this is a duplicate question. But the actual question was not answered if task scheduler can be reinstalled. And my issue is different than what was addressed, please read on.
I am getting error message: The selected task '{0}' no longer exists. To see the current tasks, click refresh.
Refresh gives me the same error message > 20times. I investigated the error message.

Further look into each folder of task scheduler library shows completely empty folders within the Microsoft/Windows/ folders starting from 'Defrag' down 30+ folders to the last 'Wininet'. The processes above Defrag folder are working. It is as if the bottom half was completely erased.
****** Edit: My mistake: I just discovered that I needed to Close and Re-open Task Scheduler. Once the error is encountered, Task Scheduler no longer displays the tasks so you need to close it and restart in order to continue your synchronization effort. So all of the folders that I thought were empty are not. Some are still missing but not all. *******
(Note that I had several failed attempts upgrading to Win 10 and finally gave up when MS help could not figure out the problem. It almost crippled my system and but I managed to recover a working version of win 7.)

Anyway, it seems to me that a reinstall of this program would fix the registry for these tasks (?) or maybe I have a more serious issue. I'd really rather avoid a fresh install of win 7, at least right now. Mainly because I have a working PC despite some problems with disk cleanup, defrag and probably others I am not even aware of.
I have a bootable win 7 64 bit installation ISO on USB, but have been unable to get a system repair disk made due to 'unknown error' messages. I had made a recovery dvd when I bought the PC years ago but that also did not work when I had the Win 10 upgrade problem. So I have limited options but still investigating. I have an HP which has a recovery partition and am also investigating if I can tap into that. But again, last resort is a reinstall.

Windows 7 and Windows Vista sport a feature-rich task scheduler called, amazingly, Task Scheduler. It shows you all the tasks scheduled in Windows — tasks you create yourself as well as system tasks. You can take advantage of this power yourself to set up and run your own tasks, ensuring that all the computer maintenance gets done. Here’s how to get there:
Open the Control Panel.
Open the Administrative Tools window.
In Windows 7, look under System and Security.
In Windows Vista, under System and Maintenance.
Open the Task Scheduler icon.
If prompted, type the administrator’s password or click Continue.
The Task Scheduler window appears.
On the left side, select the top item, Task Scheduler (Local).
You see the Task Scheduler Summary. It provides a review of your tasks, including which tasks have run and which are active.
On the left side, choose Task Scheduler Library.
Tasks are organized into folders. The Task Scheduler Library folder is the “root folder” for all tasks.
Additional tasks in the Task Scheduler window are organized by owner. You see a folder for Microsoft, which contains subfolders for Windows and Windows Defender. When the Windows folder is open, it shows additional subfolders for tasks related to specific programs or tools in Windows.
Open the Microsoft folder, and then the Windows folder, and finally the System Restore folder.
